 ered to the customer.  This has led to a growing recognition that the lack
  of cloud federation in a landscape of multiple independent cloud provider
 s is a technical and economic challenge.  The federation of research cloud
 s is essential and necessary enabling technology for the development and t
 ranslation of innovations in IoT, high-performance computing, distributed 
 big-data analytics, and global scientific collaboration. Previous studies 
 and implementations of grid computing have encountered and solved similar
